The first of a three-phase master plan of polychromatic portable and permanent buildings includes demolition, remodeling and new structures along with a new driveway, and new parking lots. The second and third phases of the master plan replace the pastel-colored portables with two new permanent buildings in ten years when the city doubles in population and needs more animal services.
